A weathered old fisherman in a yellow raincoat stands at the edge of a misty lake at dawn, gripping a bent rod with both hands. His line goes taut and he's dragged forward, boots skidding on the dock. He plants his feet, veins popping, and wrestles for a full 10 seconds while a bird watches nearby. With a final heave, a huge rubber duck the size of a refrigerator launches out of the water and lands on the dock with a squeak. He stares at it, deadpan. The duck squeaks again. Handheld documentary style, golden morning light, slow-motion on the big pull. Total length: 20 seconds.

It puts the player in the role of a Ministry inspector. Players walk a realistic 3D city of hotels, restaurants, nightclubs and travel agencies. They check that each place follows the rules, collect evidence and file an official report. Every case comes from real Ministry procedures. ## Two Inspection Types **1. Tourism Equipment Inspection — before the doors open** A new place has applied for its licence. The inspector meets the owner, checks every item on a digital tablet checklist, compares each room with the registered floor plan, and photographs the findings. The result is **Approved** or **Rejected**. **2. Tourism Police Inspection — after a complaint** An open place has received a complaint, such as overcharging or loud music late at night. The inspector looks for clues, talks to witnesses, checks licences and records evidence. The result is **Cleared**, **Warning** or **Fine**. ## Key Features - Explorable 3D city with detailed interiors - Digital inspector tablet: checklist, floor plan, on-site checks and photo evidence - Live voice interviews with AI owners, who answer only from case facts - Unexpected events: an owner may offer a bribe or turn hostile - Two play levels: **Discover** (short, guided) and **Full Inspection** (complete, scored) - Built-in guidance, so no instructor is needed ## Purpose - Show the public how tourism inspections protect visitors - Train new inspectors in a safe, realistic setting - Promote integrity, accuracy and fair treatment ## Tone & Visual Direction for the Trailer - **Tone:** Serious, cinematic and trustworthy, like a government documentary with some sus
